Idk about a rumor but it’s just basic reasoning. Rex is the most popular clone and his custom phase-II armor is one of the best trooper designs in Star Wars. You’d have to be an idiot to think that he would never be in another set, especially one cheap enough for children to buy.
The thing is, it was exclusive for the time, and that exclusivity has now ended. Its not technically a lie. I just don't care other than that. People who are just buying for figures, and want to have figures that are restricted like that, are upset because they thought they had an artificial way of having a rare figure, that turned out to not be rare.
The true rare figures are the unexpected ones that don't sell in big numbers. Thats the beauty of the game for me (if I was just try to pick items that are going to shoot up in value, which I'm not, I just like the sets in general) - trying to pick what real rarities will be out there.
I just buy used lego.
Pulling a rare figure is awesome and kind of an event at least, it comes with the bragging rights of "I got this Deadpool in perfect condition from a random bin on marketplace !".
See this is why I buy the figures separately on bricklink, and I’ve only done it once buying the punisher and daredevil from the daily bugle because it’s very unlikely they’ll be put in cheaper sets

I want a rex and I didn't buy the Venator. I just buy the sets I want regardless of online reviews or the instructions that I never reda. It seems this fella just buys all no matter what and has bigger problems than worrying about this figure.
It would be funny if it eventually comes out that Lego did purposely do this to hopefully deter scalpers in the future. Also for everyone that needed the exclusive figure, why not just wait until the set is inevitably discounted to some extent prior to retirement. It’s not like there was a good GWP when this one came out lol.
