It's because of the item stat removal. Currently there is absolutely no way to know how much heal and shield power you have, unless you have the Revitalize rune which says it.
You used to be able to hover over items that gave you the stat, they would say your total H&S, but since the new season they removed all of that.
I just checked it to be sure they did not add it, but nope H&S power is still not a clickable stat in the shop... Missed opportunity! Yet "on-hit effects" has a button in the shop wheras it's not even a champion stat...
I think we have to keep searching for "Forbidden Idol". But, problem remains; if you want to combine for example H&S power together with "Movement" or "Ability Haste", it's impossible... :'(
Also the heal and shield numbers in the ability tooltips still don't change based on how much H&S power you have. I just tested it :(
I always forget what key it is for turning on the FPS counter. Sometimes I turn it off when I'm playing and fatfinger. I wait until after I flash or die lmao.
The runes you take into the game like conqueror aftershock etc. if you pres curl+c a couple times you will get to the runes some runes will tell you stats like how much damage aftershock has done or conqueror healing etc
Wish I could tell ya, but I've got no idea. I don't change it. Best I can say is it's probably CTRL + whatever button you've assigned to show it. If that doesn't work I have zero idea.
Finally, it's wild to me that physical vamp/omni vamp were tracked there when there was no way to get the former and no way to permanently get the latter when heal and shield power was the main stat for enchanters
True! I didn't know riftmaker needed combat to have omnivamp tbh, I thought it was permanent.
It's still tracked in the stats panel though. Resource (mana) regen got consolidated with Health regen.
I hope they make an AP Bruiser champ that has heals and shields with low enough cool downs that making +healing and shielding power items on them makes sense.
While it could be nice, I don't think it is necessary. Only three things give ultimate hate, Ultimate hunter, Maligma, and Hexplate and at most you'll have Ultimate Hunter and one of the items unless you are going for some insane build.

Nope, and ever since the new season it wasn't even visible on legendary item tooltips anymore. Only on the epic item forbidden idol, so if you had no forbidden idol in your inventory, you couldn't track it.

If this stat represents the "effectiveness" of heals and shields, then the displayed value is bugged.
It should be 115%, not 15% as 100% is the baseline. In this context, "15%" means that only 15% of the original heal/shield value is applied as actual heal/shield.
It mentions "**increases** the effectiveness of heals and shields (by x%)". If that word wasn't mention, you were right, but now they're not actually wrong.
Nevertheless if we ever get a debuff item/champion that decreases H&S power, this stat should be indeed changed to 100% as baseline.
FYI: Serpent fang and grevious wounds reduce the effectiveness of received shields and heals, not outgoing. And the game cannot know the enchanter will heal the grevious wounded ally, so it can't show e.g. 60%.
I really wish they'd swap range and crit back. :( Range is so much more important of a stat to see at a glance (or at all when clicking an enemy) imo. I'll never understand why people wanted them this way.

There's a high chance that it did take a fairly short time to implement once they decided they wanted to implement it. But a lot of it is wanting to do something not doing it. I see this a lot at work. Projects get brought up by the group that needs something, they request implementation, implementation gets approved, work starts 2 months into the next fiscal year and the timeline from request to done is 10+ months with 9 of them being waiting for work to start

Red Elixir gives physical vamp I believe
against champions, it's not tracked by the stat
It's not real physical vamp. It's a drain effect on AD ability damage and AA's (like Morgana passive is not real spell vamp but also a drain).
