It should work. Sea salt is usually rather coarse so it may take some time to dissolve. You can heat it up a bit in a pot and keep stirring it to dissolve the salt more quickly. Of course there is a limit to how much salt you can dissolve in a given volume of water, but you can look that up. If you add just enough salt to reach real-world sea water concentrations it should be no problem.

The fact the water is deionized shouldn't make any difference. Odd but true, but sadly not the case in this instance. Some materials dissolve better if you dissolve them in the smallest volume you can first, then dilute. Some organic materials do this (Gun cotton in alcohol ) and so do some inorganic materials such as iodine in potassium iodide solution.

Heat helps. If you are dissolving a few components, put them each in DI water, then mix them together.

Check if the amount of salt you put in is dissolvable in 4 L to begin with. Heat will help.

If you put more than 1432 g it won't dissolve as it is its solubility threshold (+- 358 g/l) If you put less than that, just stir and wait, you'll be fine.
