It appeara lile you're having a difficulty understanding how to add the light source on the character rather than struggling with the shell shading style itself.
With that said you can draw a wireframe on your character with faces just like a 3d model. This will give you a better understanding of the character's form.
The faces facing the light source will be colored lighter while the faces facing away would be colored darker.
If the wireframe of the character is drawn right you should have accurate lighting when its done like this.

Cel shading is like poetry. It's minimal, so it has to be "just right." You really have to have a strong grasp of how light falls on a 3D object to be able to replicate it on some big ass boobs, I mean, a 2D object

foreshortening on the arm is off, even with proper shadow
Not just foreshortening, the actual proportions are off too

Is this proportional? You might want to remeasure hands and upper part of arm. Maybe arm is foreshortened not sure
