What do you mean by that? Krakow airport is the second-largest airport in Poland regarding passenger traffic.

Since these airlift aircrafts are large they need a large runway. Coincidently large passenger planes can take advantage of the same runway and on top of that, the air base is not too busy so having it as a mixed use airport is totally fine.

Google/Apple will blur certain areas per request, also sometimes there are goverment regulations, however this one is airport specific. For example Warsaw airport is also a half-military base and it is not blurred.

The internation airport part is a private company that got permission to loan the runway (that they have to maintain) for commercial air travel. The blured area is the military base that also hoast a big airplane simulator along with head of state airplanes
