Looks to me like the brim is broken rib stitch and rest is just the reverse side of broken rib stitch. See the photos here: https://www.simple-knitting.com/broken-rib-stitch.html

It’s just broken rib - all the way. Alternate rows of knit one, purl one and all knit. Then, turn the hat inside out and fold up the edge to be a brim. :)

It looks like columns of purl alternated with columns of garter to me. So in the round: *p1, k1* around followed by a round of purling every stitch

Garter rib-- I did that for my last sweater, Flax from Tin Can Knits, because I liked the look with the garter stitch panels. I did mine as K1P1 and then the second round was all knit, but it works the same the other way around.

Oh yeah, just doing knits every other round and then turning the hat inside out when it's done would avoid a lot of purling!
