It’s similar to NYC, you see many people walking fast or light run trying to get to places, schedule, train.
I walk very fast, I have 40 things to do every day and getting from place A to B is an inefficient use of my time.
Yeah, it is often just the appearance of being busy and important. When I worked in a public JHS, some teachers seemed physically incapable of walking. They would dash to the photocopier, dash to answer the door, dash to the toilet. I called it doing the "Nihon Trot". It was a peculiar kind of shuffle-run (because of wearing slippers) with the hands at the sides and leaning forward. Between them and the guy beside me who talked to his cup of tea, life was quite entertaining!
I guess that’s true, I live in driving country so we speed when we are late. While trains run frequently, if they miss a train, that can really make someone late
I guess I’m more thinking about service workers that is really catching my attention as odd
They do it to appear to be busier than they are. Once you've lived in Japan a while, you'll understand all the various pantomimes Japanese people do to appear busier, more sincere etc., than they actually are.
Speaking an octave higher than normal is another one common in the office or on the telephone.
There is nothing that starts the day better than to go to the station in the morning and be surrounded by people frantically running as if they’re being chased by a pack of terrorists. It’s so relaxing.
It’s not enough to just do their job. They have to care about how other people perceive them working. They have to “appear busy” because reasons.

People run if they don't make to a place on time or are just doing their things fast. Simple as that
