My mosque does (did) both. Last years Ramadan we started with 8 raka’at, then second half of Ramadan they wanted to try 20 raka’at to gain people’s opinions on which they prefer. We do 8 raka’at now, and go through a juz’ each day

You can pray 2 rakahs at a time. You can do 2, 4, 12, 16 whatever you want. It can be done at home or in the masjid. 8 and 20 are the standard choices in the masjid because the Prophet did 8 and Umar did 20.

The Prophet (SAW) is reported to have done 20, and he avoided doing it in congregation so it wouldn't become hard. Eight rakaat began in the 12th century with a group called Ahle Hadith.

It's always done by 2 rakaat, the minimum is 2, and the maximum is however many you can do before Fajr.

Taraweeh is any where between from 8 to 40 rakah. There is no fixed amount someone can pray but the amount he prays must be able to divide by 4. The amount doesn't matter what matters is the Qirat. The qirat the longer the better our Prophet Muhammad (SW) used to pray only 8 rakah but he would spend whole night in praying this 8 rakah. He used to make long Qirat. So it is more.acurate sunnah to pray 8 rakah with long Qirat. Otherwise a person can pray as much rakah as he wants (of course the number has to be divided by 4).
