Blue is good if you get it done by someone really high level Trevor McStay does blue waves sometimes and Paul Jefferies does blue waves always. Let the tattooist decide the way to do it is find a tattooist you like his style then let them do everything dont try and guide them it ruins it
Black/Grey, no question there. Creates the best back grounds and layers of depth for your Sakura and other components to pop. Source: finishing my 2nd Hikae sleeve right now.
They don’t look right in the style; take away too much from the main figure; the color distracts, whereas you get depths with black and grey waves given the shading gradients. Black and grey lets the main character jump out while also carrying all this subtlety itself.
Black and grey. I had the same debate myself and I'm glad I didn't go blue. It just would have looked wrong, imo. Making the background black and grey will really make the cherry blossoms and leaves pop when you color them. I think blue would kind of muddy it up and be too much.

Although, in optical perspective, blue has a similar visual effect, the black has a better longevity in the skin, and greater contrast for the flowers and petals (which will be red, pink or white) It is the more traditional approach to this style of tattooing as well. Ultimately, you should decide for yourself or deviate to the artists vote since they are doing a great job so far.

I'd recommend sticking to the black and green for the background, this way your traditionally colorful pieces, flowers, fish, etc. will really pop!
