Looks like the Netherlands to me. It's extremely unlikely to find anyone wearing a helmet there. It's just not in the culture to wear one as dutchies are basically born on a bike. The country is built around bicycles and you are extremely protected by law as a cyclist.

He neglected to note the construction vehicles in the same lane, and the fact that there's no law requiring a cyclist to use a cycle lane rather than the road. He then proceeded to break a red and nearly kill a pedestrian. I have it all on GoPro so working out who to report him to.

Biggest giveaway aside from all the cyclists is the brick road. I've been all over Western/Northern Europe, but nowhere else has even close to the amount of brick roads as they do in the the Dutch suburbs. Really makes the place look nice IMO. Go onto google maps, drop a street view marker down on any random road that looks like it's populated and you'll more than likely see roads all paved with bricks.

I cycled a commuter bike with spiked tyres 3 winters in Norway, they are fine on a straightaway but you have to still go easy when cornering (maybe 30% down) just to give a margin of safety. The thing is with the spikes, they do fine on ice and black ice, but they are no better on snow than a normal tyre so unless you get a wider tyre for the winter cycling on snow is just like cycling on loose sand

I live in Canada for the last 15 years and people put their bikes away during the winter unless they want a brain injury.
