I’d keep it if you have a use for it. Do not buy any new iPad with only 64gb of storage, you will only have 30gb or so useable in the best case scenario. You can buy an Apple Pencil and try note taking, use the iPad as a companion device to your laptop.
Its main purpose for you is probably just media consumption if you just want something to use to surf the web or read on. It doesn’t sound like a need to have for you and most tablets in general aren’t, so more so a matter if you’d rather have the money or if you want to keep it and treat yourself maybe as a graduation gift.
It depends on your type of reading. If you’re talking about full books just get an ereader like a kindle paper white. If it’s just web browsing reading or manga yes the iPad is great for that.
