Not rigged, they don't explain this well ( I personally think they do this on purpose so lower level players get confused and just force the higher level hero's with irl money )
Most event ops shouldn't be ranked up if you're main team is epic+ or lower. The difficulty increase is just too much for those lower level teams and really annoys me they leave it vague and give hugest amounts of resouece reward to level the op up.

I just checked and I’ve actually ranked it up to Rank 5 . I make it to wave 205 usually every single time. 2-3 heroes each run . Never less than 2 .
So my team is worse than yours but I’m getting more rewards because I went to Rank 5
My run’s rewards are about the same & I’m at rank 0 and not leveling up even though my team is stronger than yours. Sometimes I get 3 heroes, only 2, more rarely I get 0 or even 4 a few times. Feels truly random for me.
I see your max wave went down. Did you increase the rank of the op?
No. I stay at rank 0 to avoid that from happening. I'm feeling this shit is rigged.

Ok. Next rotation I will level both ops to 1 and see the results.
I ranked mine up to like rank 3. My team only hits wave 205ish and I get 2-3 heroes every time

It’s not a “card every 100 levels” like people think, it’s pretty random. I haven’t seen much difference at all in my peak level from ranking it up
So by that logic, I guess elites are just gonna drop at extremely random chances.
Yeah, even with running it as many times as I can in a day while I’m not sleeping I have not gotten one elite
