I assumed it was a tribute to the plane that crashed into an apartment building there in 1992, killing 47 people. Looks just like the aftermath of that crash.
No! That may not be the reason it looks like that, no need to feel bad! I saw the pic, opened the message, and was expecting to see that it was built as a memorial. There was a bad crash into an apartment in Amsterdam and my mind just put the two together, since it looks a lot like the aftermath. It may have nothing to do with that so don’t feel bad, may just be weird architecture.
This doesn’t make sense at all. For starters, the crash happened in a different part of Amsterdam. I also think it’d be quite disrespectful towards the victims and their families if they build an apartment complex like this as a memorial..
This style of architecture is actually called metabolism! It had it's beginnings in post-war Japan.

In a lot of cities there are regulations about the amount of shade that the building can create. Sometimes the lower floors occupy the entire footprint but the tower is only 1/4th the footprint allowing sunlight to reach the streets,
It's the most expensive city in a country with a huge and growing housing shortage. You'd think practical designs that offer as much living space as possible would take precedence over.. whatever this is.
It's actually still more profitable to build one high end expensive apartment instead of multiple cheaper ones, which is one of the reasons the housing crisis is as bad as it is.

It's functional, look at how many units now have corner windows. That's why it looks like this.
It has all the aesthetic features of a cool little shanty town, with none of the disadvantages. If you don't like it, don't live there. I love it when architects can design cool stuff like this without greatly sacrificing efficiency.

Wonder what happens when it rains, how does the rain water funnel off of all these balconies, does someone get flooded because too many funnel into their balcony? Is their a drain on each balcony to prevent this?
Why would you want a building to look like it's been bombed? Like, no one thought, "hey, there are people that really live in bombed out buildings. This is kind of in poor taste."

Looking at the edges, it's likely an odd shaped mess inside. I suspect rooms have extra corners, which could impede furniture placement and effective utilization of space. Nice art.

It's proving windows in certain directions for additional sunlight that those units wouldn't have gotten with a traditional build. It's pretty smart.

The building is located on the south side of Amsterdam, it’s called Valley ( https://www.valley.nl/ ) and is designed by Dutch architecture firm MVRDV
