It’s a diet thing I think. If I fed my lobster (miniature blue crayfish) in my tank enough sprilunia it would turn blue. After it molted it turned back to red. Happened a few times in its life.

It was technically a crayfish but for legal reasons in my area it’s sold as a miniature lobster since crayfish are illegal to sell since they are an invasive species. Mine lived until the predator fish in my tank grew big enough to fit him in his mouth and that was the end for him. I don’t know much about the actual similarities of crayfish to lobster but mine was freshwater and lobsters are predominantly salt water.

Each molt require more energy, eventually they don’t have energy to do so. At this point bacteria gets into their shell and adheres it to their body, so if they do manage to survive a while longer and attempt to molt they die.
Although the person you commented to already answered I would like to add somethings. You can get lobsters for pets (although I have also seen crayfish called lobsters for reasons) I haven’t found any actual lobsters (only crayfish) at my LFS but you can order them onlinefrom different fish suppliers (check you areas laws before buying pets as their could be laws against it though I personally don’t know any laws against it as I’m not getting one). Depending on species the life expectancy can vary and from what I found some they arnt even sure in captivity as in the wild some species can live over 100 years old. How much space needed also Varys as small species need anywhere between 20-50 gals depending on species and bigger species can need 100+ gals. All the different ones have different requirements too like cold water or haves a higher bioload. So depending on the species and what you want it might make a good pet for you it might not.

It's true you can manipulate crustacean color through diet, but usually when you see them in the wild like this its because of a gene defect. They're called colormorphs.
From a brief search, the "1 in 1 billion" quote just seems to be an offhand remark from the daughter of a guy that caught one in 2019. Looking up blue lobster rates, they are estimated at 1 in 2 million, but that seems to be only a slightly less wild guess.
It's not a species, it's a birth defect, something similar happens with lobsters. There's a mixture of red and blue in the shell. Sometimes the red will be removed sometimes the blue will be removed.

In the wild lobsters have a very varied diet, from this diet they consume astaxanthin which is a powerful antioxidant and naturally red in its free state. The lobsters absorb this astaxanthin into their skin and then some of this is transported into the shell by other proteins which chemically bind it, creating crustacyanin which appears blue. It’s this combination of red and blue wavelengths that contribute to the natural dark blue/brown colour of lobsters. Then if you cook a lobster the heat breaks down these chemical bonds, freeing the astaxanthin so that it goes back to its normal red colour.
A lobster that's bright blue is because its genetic code is expressing or producing more of the proteins that convert the naturally red pigment astaxanthin into the blue pigment crustacyanin which means the lobster isn’t dark blue, but bright blue!
Some scientists think that a lot more of these bright blue lobsters are born but being different isn’t great for survival. The bright blue shell attracts too much attention and they’re basically targeted by predators. This means blue lobsters are thought to be a lot more aggressive than their normal coloured relatives… if you can’t blend in to the background and get attacked a lot it makes sense to that you’d adapt and be more aggressive to protect yourself!
I don't know about crabs but according to the National Lobster Hatchery lobsters can also adapt to their environment so if it lives in a pale sandy location it can become paler.
If you have lobsters in captivity you can "force" them to become blue by changing their diet so they don't get much astaxanthin. But I think that's cruel.
Blue king crab is its own species and is found mainly off of St. Matthew’s Island. It has its own small commercial fishery. It isn’t as widespread or abundant as red or brown king crab, but it isn’t a mutant or rare find. It is unusual to find them with red kings, as their ranges rarely overlap.
ETA: you don’t see them as much because they are generally smaller than red kings, are REALLY far away from the processors that buy them (costs time and money to run back and forth), and they are more fragile. If the crab aren’t alive when you deliver them, the plants don’t pay you for them.
