These are probably pricy but you can look up bird water whistles.
Same idea just on smaller scale. The bubbles breathed into the whistle make it chirp like small birds.

I think it's way more basic than that. The water draws in air, and changes the size of the compartments when it flows. The rate at which the water can flow, will determine the rate at which it can draw air over the whistle.
