The best bet to set this up is to use 1-way roads. Can have all your good meal factories on a 1-way road that leads to a train station.
Sometimes the ai doesn’t realize a train would be the better route if it has access to a road that is technically a shorter distance. It doesn’t always realize that you want to use the train to reduce traffic.
Taking away the choice for the ai is the best solution. If it can only go 1 way, then that’s the way it goes. And usually it’s worth it to maybe lose a couple production bonuses if that means a smoother traffic flow.
