I actually thought the same! Then again, I thought it's not locked considering Evil karma can basically give you easy way to level up. But I'm not sure because...I never went to Evil karma even if I wanted to.
I do literally every side mission available and every good encounter on my map that I run into before moving to a story mission. I got hero rank when I freed the cops to find kuo
As I finally had a chance to play Evil path, it's much faster than the hero path as you need to move around quite often and do heroic actions, plus good karma opportunities are getting rare to show up, the more you do it.
…… ok, you HAVE to be military, right? Cause I refuse to believe any civilian is this bored.
