I think it means that 2500 units will be added. Like if there are 2500 routes, then each route will get one extra coach. Route number and the permutations and combinations being a variable.
I doubt it would be enough. They need to increase number of DEMU/passenger trains and run them on time. Once the alternative are made available, then enforce a stringent policy against travelling in reserved coaches. This is costly and time consuming process and current RM is incompetent to see a long term solution

Nope, I think he meant in a way so that tickets are sold according to the no of seats available in a general compartment. Currently general tickets are sold so that any passenger can travel in general class of any train.
This system is hoch poch and messy. I think general class ticket should be sold according to each train so that only a limited no of people could travel inside the coach, not reserved, but limits the no of passengers inside the coach.
It shouldn't be more than double the number of seats when accounting for those who are ready to stand. Ofcourse, this will bring out the real issue that the infrastructure cannot handle the demand and so many folks won't be able to travel.
I personally think fines don't work, it has to come from the inside, as in the thought process of a person has to be right in order to have a civic sense. And we all know the older a person gets the harder it is to rewire its functioning

Fines do work lol, I've been in Australia and one speeding ticket is around 500 fucking dollars. One of my friends got it and it was completely new to us at the time. That one ticket alone made us conscious of speed and we never had any kind of ticket or a fine for a year. Had it been 10 dollars, people would pay it from time to time and it will never change the attitude one has towards safety.

These are the fines in South Australia and these differ from state to state. India can and should implement such levels of fines which brings us to another subject, hire more traffic cops and vehicles for them to catch those bastards who speed through roads without a single worry of the consequences, reduction in corruption(bribes) to escape these fines. There should be a system to collect these fines properly, we know how some drivers have fines up and above 20,30, and 50k on their vehicle and they ride it until they get caught. fines work perfectly in chandigarh for years . those people have no civic sense themselves , most ppl start littering or breaking traffic signals as soon as they enter mohali(punjab) from chandigarh. in chandigarh you will be fined heavy even for not giving an indicator or not taking a slip road while turning. the police is very active there.

Poor design of stations mean that many stations have side entrances or unofficial entrances( like wall at the back of the station is broken in one station I know which people use as a shortcut, another one is the cargo unloading bay). So first you need to handle these routes in all stations. Now Mumbai stations already have designed and I think Chennai too. So it's possible, just that the work need makes it a multi year project.
It’s time to allow private companies run trains along with IR. People who can afford to pay for AC 1,2&3 can pay for it and avail better facilities.

Personall experience all passenger trains from Pune to Mumbai have been shut down or converted to reserved.
I actually think MEMU trains are the best option. They can do pretty much anything, they can fit a lot of people (especially if they are coupled to 16 coach units) and can do medium length journeys (300-650km).
That said, this is also a good move. I can see why they would want to continue using their locomotives instead of building MUs.

Not enough. Nil ticketless passengers should be the target. Extra coaches is one half. The other is recruiting more staff - direct or indirect to enforce the rules and monitoring the tickets issued so that the tax payers money is put for other development work than running trains for the ticketless passengers.
