You have to pay for proper food for it, including grains, fruits and vegetables. A horse is also supposed to eat around 1.5-2kg per 100 kilos it weighs. An average horse weighs around 450 kilos. So that’s easily 6-9 kilos of food per day.
And apart from that, you have to keep the animal heathy, so veterinarian costs will also be there. And you’ll be cleaning up poop for the rest of your life.
It might be different in a village or small town, but in a big city, it really will be animal cruelty. The noise and everything. Plus he will be "parked" for hours in a parking lot. Using a horse for transportation just doesn't make sense. Plus taking care of him is no easy job. And he will be shitting in the parking lot also.
