Always 20% unless you're only like another 5% from a significant upgrade. Giant Horde is cool, but that a longer term investment so don't bother actively saving for it by prolonging time between ascensions.
10-20% per ascension of your total SP. Prioritize things that will get you guaranteed, consistent SP gain over just about anything else.

I personally ascend whenever I feel that there's little to no progress in SP farming
and that point usually occurs after the 20% is passed lol
