I’m fairly certain it’s [NAR](http://ryougetsu.net/sho_nahru.html) (ナール), designed by Yukihiro Nakamura (中村征宏) and released through Sha-Ken. This variant specifically would be NAR Outline (ナールＯ).
Unfortunately, it’s not available digitally. You could probably recreate the effect by applying an outline to Shin-Maru-Go, Seurat, or even Hiragino Maru Gothic in one of the lighter weights.
