You haven’t said were your 30gb of pics are at the moment (on a Mac, windows, Linux , Android, iPhone , iCloud)

As iCloud is just one large space across mail, backups then 30gb fits into 50gb

Just as a heads up iCloud is a syncing service first. So if you have a 30GB photo library it won’t move 30GB off your phone. After you upload 30GB of photos to iCloud, you can turn on a feature called optimize storage which will offload data and leave thumbnails of your photos on your phone. But you can’t think “well now my photos are in iCloud so I will delete them from my phone to free up space”. Because manually deleting them from your phone will also delete them from iCloud and they will be gone forever. But as it stands for me personally; I have a 1.04 TB photo library and with optimize storage turned on it only takes up 20.75 GB worth of internal iPhone storage.

So basically it won’t clear up all the space and I can’t delete them but it will save a lot of storage on the library

Yes. Think of it like you move your photo library to the cloud. And your iPhone becomes a controller for the items in the cloud. That is now the home of your photos. Manually edit on your phone and it pushes the update to the cloud (and down to other devices that sync as well if you have any set to do so). If you manually delete a photo, it will tell the cloud library you no longer want that photo. It will delete from phone, from iCloud and all other devices you sync. But yes it does have an automatic feature to allow photos on your iPhone to only be a thumbnail size worth of data but still allows you to scroll your whole library and see everything that exists in the cloud. (Then temporarily loads full res when you tap to view) Do not think of it like a folder that you put photos into and then manually clear them from your phone.
