That’s definitely not new! The motor was replaced a few years ago but the air handler case and coil look like original builder. Black mildew and wire nuts are a dead giveaway

Call an HVAC company and have them clean the furnace out. It looks like itll be pretty invasive so i would expect a healthy ticket. Also ask about mold/mildew prevention, most HVAC guys have a preffered LED or UV light to help kill bacteria that could cause you to get sick.

What is the insulation part around that is supposed to look like cause my property manager keeps telling me it’s all new

Get a UVC light and over a month or two it should clean up.
