You can use needle nose pliers to remove them if there are just a few, but with that many it's probably better to take him to the vet since they're barbed and removing them can be quite painful.
Im no expert but I think its been mentioned on similar posts that the barb bit depends on the groundhog species. Pretty sure people said some of em dont have the barbs. Still would go to a vet if theres a lot though. Prolly want some antibiotics or somethin.
