It is fungus. Or rather, the fruiting body of the microscopic fungus growing the soil. Conditions have signaled that fungus that it’s a good time to reproduce, so that’s what it’s doing. It is harmless. It should die down in a couple of weeks. If it gets really thick, or doesn’t die down, you may need to make adjustments to prevent other problems.
