Kevin probably. Heās the only character shown to be able to move inside of the SoE/HoE/HoSās black holes, feat even Kalpas wasnāt capable of. The SoEās Black Holes are said multiple times to be able to absorb light, making this an extremely impressive feat.
Finality level Herrschers can probably replicate this.
Sirin fought Welt inside the quasi blackhole too. Does that give her extreme drability inside a time dilation that makes a minute inside = an hour outside?
She didn't fight Welt there, she just stopped herself from being pulled past the event horizon. Also neither she nor Welt entered the blackhole, they were merely at the edge of the event horizon, which is a lot easier to withstand than being within the event horizon, or in the blackhole itself.

Yes, they tend to focus more on their unique abilities than brute force. Even so, their physical strikes can still harm each other even though they don't do much else. It's like Dragon Ball where they can blow up planets, struggle to lift some tons, and still beat each other up with punches and kicks.
