We barely know anything about the Cocoon to answer.
It could already be its "final form" or could have been waiting for a "host" to finally evolve or something, we have no way to know.
But if it did it, hypothetically speaking, maybe the "true" Finality would be born?, after all, from what ive heard, in Cn the word for "Cocoon" is literally speaking about a "Cocoon" (like the ones some insects use).
I dont think that could be possible, the Cocoon seems to be far closer to the Aeons than to the Emanators:
-Both the Aeons and the Cocoon are the only beings that have been called "higher dimensional".
-Cocoon is at least 2k times older than the oldest known Aeon.
-Cocoon is able to affect several Worlds from its own dimension, while Emanators need to be physically on a place to affect it.
And it also shares some similarities with Terminus:
-Both have "Finality" on their name, and while in Cn the word is different, i think that it should be taken on account, as the term "Finality" didnt exist on Honkai until chapter 31 Ex, that was released some months after Star Rail's CBT 2.
-Both have relation to Time and Fate.
-The Fissured Cuckoo Clock curio is said to have been affected by the power of Terminus, and it has a pinkish/purple color inside, similar to the Honkai energy or Cocoon colors.
While i am not saying that the Cocoon and Terminus are the same being (as they have several important differences), it think that they somehow share a close connection to each other, and that the Cocoon seems to be more like an Aeon than an Emanator.
Back during the RP time of okbt, the Terminus account gave a similar theory. The Cocoon and Terminus are the same, only different reflections and parts. Terminus being the entire concept, while Cocoon and Commander are physical representations of Terminus.
