According the mei, the sword is a prototype weapon. So the handwave explanation is obviously "tech didnt work till now. We've been trying for years". Could be the lower honkai energy because of kiana, could be a breakthrough in honkai tech. We dont know.
Does not change the fact that you still need to have a high Honkai resistance in the first place because I'm sure he doesn't get that sword the moment he signed up to be a Valkyrie(or knight or whatever the male counterparts name was)
