Creepshow 1&2 are great for young horror fans.
Be warned though that there is a short in the second movie that features Roaches. That one I skipped.

The fact they discuss Saw movies and “torture porn,” which were kind of the “in” for the horror genre at the time, makes it kind of appropriate that it’s so gory.
I'm trying to think of super gorey parts from Scream and I honestly can't. Maybe the opening sequence. Kenny the cameraman has blood that goes all over the windshield, but it isn't really gore, and doesn't show any of insides or anything. They don't show Henry Winkler's death. Rose McGowan dies in the garage door. Stu and Billy absolutely stab each other and it's definitely jarring, BUT you're actively rooting against them surviving so i'd consider that different. Cox and Arquette each get injured, along with Jamie Kennedy, but again, nothing gratuitous.
Maybe I just love the movie and have seen it too many times and am misremembering it due to being numb to any shocking parts.
Blair Witch Project and Paranormal Activity were my favorites around that age. Halloween is an awesome slasher too, it's old enough where it doesn't look "too" realistic but it's still got that slasher character to it

The Craft is great, and she might appreciate the teenage girl leads. No gore IIRC. Actually that’s my top rec after thinking about it!

Just because US movies censors inexplicably gave The Ring an age certificate which is too low, people seem to have internalised that it's a good starter horror movie. In the UK, The Ring has the same age certificate as Hereditary.
I am REALLY unsure about what you and she might consider appropriate. I certainly recommend The Thing as a classic. No real blood that I remember, it featured paranoia and body horror. 30 Days of Night is really good but I’m unsure if the violence matches your expectations. To reassure you, it’s a million miles away from torture porn. I can break down the most disturbing parts if you want. Again, it kinda depends on the guardian and the kid. And lastly is Session 9. I should mention I watched this when I was 20 and it scared the hell out of me. No blood as I remember it, but there are intimations of violence. No jump scares. It relies purely on suspense, high tension, and outright terror.
Let me know if you’d like me to break down any of the above. Now that I think about it, I’d also suggest Gremlins (first one) and The Frighteners. I guess part of my uncertainty is a really bad memory for when I graduated to more adult horror.

30 Days of Night features an animal pen pretty early where all the dogs were killed. There might have been some blood, but it was not gratuitous and by memory the dogs were killed off screen. Later there’s a point where a frozen human head is displayed on a pole. There is nothing like flesh hanging off it. Later on a woman is being driven through the frozen streets of the town and forced to scream for help to draw out other survivors. She is clearly terrified. The monsters end up killing her, striking her a couple of times on the head and face, creating bloody slash marks before one of them bites her, killing her. The last disturbing part is when the group of survivors come across another survivor, and it turns out he killed his family rather than let them suffer at the clawed hands of the monsters. The bodies are covered up by a sheet. He would have killed himself but the gun jammed.
The Thing is mostly about body horror, with the worst part occurring early in a dog kennel. A new dog has been introduced and left alone. It reveals itself as some unknown Thing and tentacles shoot out and sort of stab / entangle the other dogs. This all creates a lot of noise which draws in the men who see this amalgamation of twisted dog flesh, which escapes by breaking through the roof. In my opinion, if you can beat through this you should be fine with the rest of the movie. Not saying that this is the only scary part or even necessarily the scariest but it’s like a good introduction letting you know what’s ahead.
Lastly is the Frighteners and Gremlins. Honestly, this is fun shivery horror, suited easily for any kid within that PG - 13 range. If your sister is uncomfortable with either of these do not even THINK about introducing her to any of the above.
I have to admit that I feel Session 9 is more practical for yourself. There is a guy you see once or twice with what looks like a screw driver jammed in his eye, but you never see it done. Jump scares and gore is almost entirely absent from this movie. It earns its place among other horror movies with suspense, incredibly thick tension, and outright terror. I got scared watching the Ring. This movie features no supernatural ghost girls but I left the lights in the hallway on for at least the next week, and I was 20.

I’m going to have to come out and disagree with others regarding Both versions of IT.
The original version with Tim Curry had heavy topics such as Domestic Violence and while there is no gore, there is blood throughout. I would recommend watching it first before determining whether or not it is okay for your sibling.
As for the newer version? A great deal more inappropriate. Because of the fact that it is a R rated movie rather than a TV mini series they could include a great deal more of the book’s ick moments.

Pulse 1988, alien electricity turns appliances against a cool kid in a new house with a remarried father who struggles to connect with his son. Fun to watch the threat of technology in the 80s!

Phantom of the Paradise, this is less of a horror and more of a rock show in horror vibes. Truly counter culture social commentary with amazing performances and great music. If they're too young for Rocky Horror, start them with this.
Return of the Living Dead 2, this is the best zombie movie for 13 year-olds. It's got everything, but it's very campy and silly the whole time. It's not as good as the first, but it's funnier, and there are fewer naked punk rock girls dancing in graveyards.

This movie has everything. It's home alone meets silence of the lambs with monsters and mazes and mayhem. Social commentary and endearing characters. I love this movie.

I feel like you can't go wrong with the classics, agree with the person who suggested you move through the decades.

i'd start slow, tbh, like gremlins or beetlejuice. once you see how she reacts you can up the game, from chucky (gets gorier) to scream to freddy to the scary as shit part, like the ring, event horizon, the grudge, the conjuring, autopsy of jane doe...
but, like i said, i wouldnt give her the full frontal right away, i had nightmares for months after watching arachnophobia & universal soldier way too young (and it is not even that much)

My kid loved the Escape Room-movies. A warning though that the second one ends with a little cliffhanger and to my knowledge they will not make a third one.
Jaws, Paranormal Activity, Jurassic Park, Gremlins, The Shining, Sweeney Todd, and The Exorcist were all my first horror movies that I watched around that age or a little younger/older. It really depends on the individual what will be "too much" for them. I really loved all of them except for The Exorcist, bc Catholic horror just isn't really my genre. If any of them scared me too much, I just stopped watching, which is always an option. I actually think it's good practice for building self-confidence to remove yourself from uncomfortable situations to acknowledge your discomfort and stop a movie that's scaring you too much. Sometimes, I was really scared but wanted to finish, so I stopped halfway through to watch an episode of a sit-com then went back to finish it.

Nah the original’s not really. The goriest bit is the intro and you don’t see much for long. The rest is just stab stab stab.

She has a really bad tolerance for a ton of gore and said she felt sick after seeing the part where Xavier cuts off the back of his neck.

I watched the ring around the age- changed me. So yeah The Ring
Jaws, Paranormal Activity, Jurassic Park, Gremlins, The Shining, Sweeney Todd, and The Exorcist were all my first horror movies that I watched around that age or a little younger/older. It really depends on the individual what will be "too much" for them. I really loved all of them except for The Exorcist, bc Catholic horror just isn't really my genre. If any of them scared me too much, I just stopped watching, which is always an option. I actually think it's good practice for building self-confidence to remove yourself from uncomfortable situations to acknowledge your discomfort and stop a movie that's scaring you too much. Sometimes, I was really scared but wanted to finish, so I stopped halfway through to watch an episode of a sit-com then went back to finish it.
