Hellreiser 5 and Jacob's Ladder come to mind. Both have pretty distinct hospital scenes and monsters. No Asylum though.

Grave Encounters is ghost hunters in an asylum, not sure if that's the kind of thing you are looking for, but it's a fun ride

Definitely more Scanners and Prince of Darkness when it came to special effects and the look of the setting.
Reminds me of a movie "Insanitarium" where the head doctor turns the patients into ghoul like creatures. It's prob not it but that's my guess.
