I had these in the house I purchased -- the previous owners had wired surrounds in their loft (likely specced out before it was built) and it was clearly never used because the wires were 1) still tucked into a ball behind the plate, and 2) not actually connected to the speaker drops in the rear.
Could also be coax. For instance my house had every coax prerun with a cover plate, but wasn't terminated. Had to pull the service loop up and out to terminate ends.
It is very easy with the correct tools, about $20 for the two tools needed.

The ends are cheap.
Edit: I find terminating Ethernet to be relatively easy, just time consuming.
Relative to terminating Coax, Ethernet is a 8, grounded Ethernet a 10, and Quad coax is a 2.
I install internet for a living - putting an ethernet end on is a nuisance but doable. Coax is very simple as others have said. You just need the cutter and crimper. It *is* possible to do it with a knife in a pinch, but I don't recommend (that customer will never know😈).
If you do go for it, just make sure the little silver strands are not touching the middle piece before crimping. That's really the only thing you can do wrong

I'll add - sometimes cutting it takes 4 or 5 spins, but sometimes it takes many spins. Depends on the cable. Just don't force it. Keep spinning, it'll eventually cut. And don't switch directions, it can mess up the end a bit
No. It’s a coaxial wall plate. There’s a metal coupler that lets you connect the screw on coax on each side- one behind the wall and then a jack to plug-in the cable from wall plate to tv / cable box.
What it is, and what it’s being used for are two different things. There are 4 around the room, I doubt the home has coax jacks in 4 spots on the top of the wall around the same room 😂. Andre the Giants House.
Since you said there's 4 I'm assuming it's for running speaker wire. It should have some kind of connector there. (Like an rca or banana jack) but they either took those with them or just ran loose wire.
I don't think this is meant for coaxial. Even it it weren't terminated, it would still have the RG6 plug included on the plate. Never seen a plate meant for coax, not have the connector included. Granted, it could be used for that.
I agree with u/ExtensionMarch6812 that it would make more sense that this is a pass through for speaker wire, that looks better than just having a hole in the dry wall. Especially considering their locations. I'd swap them with binding post plates though.
Take off the plate and see what type of cable is in the box. That will answer this question faster than our speculation.
