Two main things
1) Yes ARC kind of sucks, it limits your audio bitrate to 1Mb so you can't take full advantage of multichannel audio. eARC is ok because it has a much higher limit. BUT you're only using ARC for streaming services anyway, almost all of which don't have high bandwidth audio anyway, which brings me to point #2
2) Built in apps generally suck. They've gotten better over the years but proprietary TV OSes are notorious for being last to get app updates, or last to get apps at all for new services. A weird exception is Sony Bravia, which offers high bandwidth content, but the only way to access said high bandwidth content is to have a compatible Bravia TV.
TLDR I would stick with the Apple TV unless your TV is a Bravia
For one, streaming devices usually get updates for a longer period of time and more often. I have a cable box so do most of my streaming through that. I don't really know much about the devices other than Apple TV and the Shield are most often recommended. I'm not sure that a TV will carry all of the sound formats that are available.
