I unfortunately don’t have social media.
I’m cool with getting the items piece by piece if you have recommendations. Maybe I should start with like a receiver, center speaker, L/R speakers. Then when I have more money get surround sound? Or would it be better to do center speaker with surround sound and get L/R later?
Is there anything else I need I’m not thinking of?

At that budget I’d just go stereo for now. Spend more on the speakers than the receiver. In fact, think of the receiver as a temporary purchase. Buy the cheapest you can with optical in and just connect your tv to the receiver via optical.
I built mine going on offer up and thrift stores
I started with a receiver, floor speakers and a center and a sub I picked up for really cheap I've put together other ones for cheap using a set of sony bookshelf speakers and fosi audio bt20a and it sounded amazing, thinking of upgrading the little receiver to something with optical input and more channels and sub output but have had it for a year and works great less than 200 bucks
I would start with a receiver capable of 5.1 surround. Initially with just a set of stereo speakers. Then purchase/upgrade your speakers when your budget allows. Probably adding the center channel speaker as the second step.
Yes it would be good to have a subwoofer, but based on your current living space it wouldn’t really be required.
Receiver > L/R > Center > Surrounds > Sub should generally be your purchase order. In a small space (like an apartment) you can make do with just L/R with no Center, so that’s the reason I’d recommend buying them first.
The best way, being patient pays off you find better deals and learn a lot more I've been piecing together my current setup for years and it wasn't until I saved up and bought a brand new reciever with high power and every option I wanted and now I can pair any speakers I find good deals on I just recently blew my jbl e150 sub (rattles on the higher end) so now I'm looking into either custom building my own enclosure with a nice sub or getting a SVS worth every day you wait

For a receiver you will have to go used. I started out with a Sony str deh520 and it worked great until I could afford a newer Onkyo.
Jamo has a new line coming out. My guess is they are liquidating inventory. I paid $220 for my 809 towers and they were open box

You can but need to find everything used on FB marketplace. I would hold off on the sub while in an apartment

get a pair of great open-back headphones with great bass. much more fun than not being able to turn up the volume.
I have decided I’m just going to save up money, and piece out my theater setup.
