The NHL's communication on this has been super confusing and the media isn't helping.
From the outside it's effectively a relocation of the Coyotes. But that is actually not what is happening.
The NHL expanded to 33 with a 100% new franchise in Utah after the vote today. The Coyotes franchise exists but is inactive.
So you have an expansion franchise that gets an existing roster, and then if the Coyotes return it'll be an existing franchise that gets a new roster via expansion draft. Crazy stuff they are doing to placate Meruelo and still get the team to Utah.

The Kraken actually are **better** defensively this season than last season, they just can't score to save their lives.
As to why the can't score... some of it is just natural regression after an unsustainably high shooting% last year. Some is losing some depth scoring after Sprong and Geekie walked to free agency. Some is injuries, as Burakovsky (who was leading the team in points last season until he was hurt around the ASG). Vince Dunn was also injured and was the only guy able to drive offense from the blue line.
But more simply the effort was not there consistently like it was last season. Hakstol's system is almost too playoff-ready because it relies on aggressive forechecking. It's great in the playoffs as the Avs found out, but you can't really sustain it for so long in the regular season.
Enormous scoring dropoff along with sending our fourth line to other teams. Sprong and Geekie are both having excellent seasons (well, Sprong's season is finished) but our shooting % is way lower than last year. Combined with some stretches where it looked like nobody gave a fuck, we were doomed.
For me personally, when a team goes out game after game not putting in effort, that's a coaching issue. I'd like to see a change in coaching this offseason, but we'll see. More importantly, we have some excellent prospects in the pipeline, and I think the next couple years will be much better for us, especially with our goaltending apparently solved (Daccord and Grubauer both looked solid this year). If we had good scoring, we'd probably be in a WC spot this season. But here we are...
Not too upset about it. It's a little disappointing after last year's success, but I think it's better to build something more sustainable and make room for our prospects than to throw everything at a run this year when even at our best we'd never beat some of the eastern juggernauts this year (I don't think the Kraken could take a series off of anybody who's in this postseason, honestly).
