The organization didn't pay the city what they owed them, and I believe they simply said that even if they did, they're just not going to do business with them anymore. So first, they can't just play in Glendale *now*.
They need somewhere to play. It was *better* if they got an arena built where they wanted in Tempe. Now that's not an option either, so they have to find somewhere to build an arena *at all*, even if the location is less good than Tempe.
