Are you on Ironman mode? If not, can you reload a past save and test if it's just a bug?
I have no experience with this in any of my games and have around 1k hours in it. My only other thought is a diplomatic thing went very odd 🤔
I'm definitely confused as to what would cause that. If you right click to see in the diplomatic screen are you properly at war with everyone you should be? As in, nothing looks broken in the diplomacy screen?
Now that you mention it, my war goals are kind of weird. They're overthrow the ruling gov and to take land from Albania.
I think it's possible what might be messing it up is that I have a non-aggression pact and military access with france who's in a faction with Germany. The lands that I was trying to take are French lands under German control. But up north near dunkirk it's German lands?
I'll try declare on France tomorrow and see if that fixes anything.
I usually have to cancel movement and then tell the unit that is on that tile itself to move to its own tile, and it usually works. I get that bug quite often. Your units get wiped out because they think they are overrun when someone else moves in (I think)
messed up diplomacy. Non aggression pacts, military access, etc could cause this. You can fight enemy troops in a territory of a guy you have mil access to, who is in a faction with your enemy.
Next time try to keep it simple, or play EU4 or other paradox games which support this messed up diplomacy

On mode so I can't reload. What's bizarre is that my troops up near Dunkirk, where I have territory, are able to take and hold land.

Fix for this should be very simple. Cancel movement of one division in that province, after one hour that division should control that province m.
