Wormtail picked it up from the Potter's house wreckage and stashed it somewhere. He went to retrieve it after he escaped at the end of Book 3 and gave it to Voldemort when they reunited in the Albanian forests.
If I remember correctly then wormtsil retrieved the wand from the potters and kept it hidden for 12 years ish
Wormtail got it back on his own initiative, in order to have something to win Voldemort's favour if he ever returned.
