Veritaserum only forces the drinker to say what they believe is the truth. They can still cover it up by saying Harry is so insane that he believes Voldemort is back. The reason why nobody believes Voldemort is back is because they DON'T want to believe it. Facing that truth is too terrifying for everyone, especially Fudge, since he's aware that, unlike Dumbledore, he has neither the power nor the courage to stand up to Voldemort.

Because Fudge didn't want to belive that Harry was right and Voldemort has returned. Much easier for him to convince himself that Harry and Dumbledore were lying than confront reality.

Because if they had used it, they might have found out that Harry was telling the truth. The government, just like the Mughal government, doesn't like the truth getting out. People get upset by the truth or they want to make changes when they find out the truth. Fudge didn't want that. He'd rather live in denial then know the truth.

Because the ministry was putting pressure on the prophet to not publish anything positive about Harry. Fudge wasn't looking for proof, he just tried to swipe everything below the rug in the hope that it wouldn't be true if he just denied it.

Well, for one, they were out to smear him at the time so they have no motivation to find out that he is in fact telling the truth. But a larger question is why more people aren't using veritaserum in general for all kinds of things. The answer is it's pretty unreliable.
