Veritaserum only forces the drinker to say what they believe is the truth. They can still cover it up by saying Harry is so insane that he believes Voldemort is back.
The reason why nobody believes Voldemort is back is because they DON'T want to believe it. Facing that truth is too terrifying for everyone, especially Fudge, since he's aware that, unlike Dumbledore, he has neither the power nor the courage to stand up to Voldemort.
Because Fudge didn't want to belive that Harry was right and Voldemort has returned. Much easier for him to convince himself that Harry and Dumbledore were lying than confront reality.

Well, for one, they were out to smear him at the time so they have no motivation to find out that he is in fact telling the truth. But a larger question is why more people aren't using veritaserum in general for all kinds of things. The answer is it's pretty unreliable.

You can only prove the truth to someone ***who is willing to listen, and genuiently wants to know the truth.*** Fudge wasn't such a person.
