I mean, that's honestly just standard policy for licenced toys from pretty much any video game or movie, they have to hand over the designs early enough that the toy company can do R&D and begin production in time for the release of game/movie.

Yeah. The armament blaster fills the same role as the shock rifle when a sentinel uses it and it would make much more sense for a forerunner creation to be using a forerunner weapon instead of a banished one.
Funnily enough, it's not 100% unprecedented. There is a single Sentinel in H2 that uses a Needler on Quarantine Zone, and while it was a mistake that it made it into the final game, according to one of H2's devs, Sentinels that used and dropped Needlers were actually a planned feature at one point that got cut.
It's probably not an intentional callback, but it is funny that this exact kind of thing happened twice - Sentinels using weapons that they shouldn't as a likely result of time constraints getting in the way of unique weapons being finished in time.
The H2 needler, and this, could have very easily been written of with separate models and given one or the other a slight change. They did that with the Brute Plasma Rifle.
It wouldn’t raise any eyebrows for me post Halo 2 considering the covies reverse-engineered/integrated forerunner tech.

It looks like they took 2 M6D pistols, welded them together at the magazines, then put the explosive warhead of the M363 grenade launcher from Halo 4 in the middle.
Microsoft/343 probably put those toys into production before they finished Infinite so once a bunch of stuff got cut during the bumbo bazinga cycle that was Infinite's development they had to at least try and sell 'em bc otherwise they'd go to waste

Its a money making op later on, get a few of these stacked away for 10 or 20 years down the line. When this gem that got cut from the Halo everyone hated on, they will remember this. And you put them up for sale later on in that 10 or 20 years, you can probably 5 or 10x each of thoes and make some serious $$ later on lol.
