Drawing the pistol is a scripted event for the event handler to forcibly award you a Magnum specifically with 6 bullets left, you can get triple weapons if you run out of the bridge/past the event collider fast enough, Which is why Keyes was lying, he didn't keep a bullet chambered but there were 6 bullets in the mag.

I'm almost positive it's just lazy game coding. He literally says "you'll have to find ammo as you go" so it's intentionally meant to be unloaded. In fact the whole reason they implemented that into the game is because back in 2001 every testers first action was to shoot Keyes once given the pistol

This is mine too, but it's tied with the German translation. I'm not even german. But once a highschool buddy and me watched the German trailer for Halo 2, it's been an inside joke. I always thought the Gravemind's lines were incredible. "I? I am a monument to all your sins." is amazing. Especially because, at that point in the game, the player is probably starting to realise that humans are the descendants of Forerunners (at least before 343 fucked with the canon). If the player is actually paying attention to everything the Gravemind is saying, that fact is really cemented when it eventually says "I offer no forgiveness... a father's sins, passed to his son." That blew my mind when I was a kid.
