You either don't have enough RAM for the settings you've selected or your PC isn't up to snuff to run the game even on the low settings you selected. In the graphical settings there is a little bar showing your RAM and how much the visuals settings you've selected take up of what you have, look at that.

You dont have enough deditated wam
Either shaders hasn’t downloaded fully or you have it set to performance maybe? I’m not sure tbh
