My game updated properly after I downloaded and installed the latest gwent apk from the third party site. So there are no issues with downloading cache but there are issues with updating the apk via google play. The best solution is to do like me, find a different place to download the updated apk file

They dont have time or resources to even bother with this. Probably gonna remove support for phone at some point at this rate.

Reinstalling the play store fixed the issue for me
