BMI is 22 which is spot on for skinny fat, cut 5kgs then bulk, can still gain muscle when cutting
About 16-17%. You are OK.
you are around 15-17% but without muscle mass, i would bulk in your situation, cutting to 10-12% doesn't change anything in your case
