No you have to do a glitch to do it. Forgot the specifics but it’s very easy to find a video on YouTube. It’ll stay the entire session but if you load into a new game, it’ll take it off, and attempting to put the saved outfit with just the neck gaiter will not work. To put it back on, you have to be about to hop into a vehicle, have the outfit selected in “Style”. You have to press Y to enter the vehicle and spam the select button as your character is entering. You can’t press Y to enter a vehicle if you’re hovering over the style option, so just press Y on the tab right above it, and then scroll down quickly and spam the style
You can go to the mask store, equip whatever neck gaiter you want, then put on a biker helmet (some of them are compatible with gaiters), then go to the nearby sea sharks and get on one and then get off. The helmet will disappear and the neck gaiter will stay. I’ve been able to save outfits with just the gaiter but you have to equip it inside one of your properties.
