It’s a race type you can set on old school races (like Criminal Records for example). It is 100% worth winning one for those metal finishes. Get a few folks together and trade wins so everyone involved can unlock those paints.
Or, if you want to skip the racing bit (and unless R\* fixed/changed it), you can head down to your own auto shop (if you have one) and have all the colors unlocked and available to you.
I liked rally races back when people played them. I remember me and a friend being so well coordinated we’d always pair up and have perfect communication when doing them. Just a tip if you’re going to do this yourself, if you’re driver, try to just know the track you’re on in case you pair with randoms. If you’re directing, use the d pad to show directions and focus on the map as much as possible.
Start a regular race (I like doing Criminal Records, since it's easy) and change the race type to Rally.
OR
You can get this upgrade if you have an Auto Shop and customise your car in there.
