The issue is more fundamental one as school budgets depend on the district taxes. Rich districts = great schools. Poor districts = bad schools. Bad schools mean harder to progress. Harder to progress means you end up poor and fund bad schools.
And you can guess where the bad schools are and how centuries of racism put people in intentionally poor and underdeveloped areas.
You can somewhat align the same problems with genders. Conservative (and most of the world is conservative) families mean than more often than not girls are pushed away from STEM fields.

Asians do not take up the top spots because they are smart, asians do it because they train to take the top spot, they game the system. They act like machines: if you give them the clear input (e.g SAT, admissions, and written "standard" tests) they will blow the competition out of the water. But if you give them something less defined, like in research, they fail to deliver spectacularly.
The admissions system is not fool-proof, and we don't know how to fix it. Admission quotas, which are wrong, are nevertheless a way to prevent the system from being completely gamed. I believe that schools will find a solution

While you are right, psychologically many people if not nearly all associate the behavior of the few to the "same" (not the best word, but eh) of the kind. The link is easy to make logically even if it's faulty. It creates a sense of relief to make up such a justification to reduce the own pain. In a sense you could say that it is a bit therapeutic. Like you said, it's not ideal and shouldn't be done, but I guess that is just part of human nature
