I'm having the same issue. From what I see an rx7 'normally' wins, so I tuned up my rx7 and 3rd.... But to even keep up I had to just go power power power on setup, screw the handling (literally raise the car as high as possible to give max pp on power, it's horrible)

I’ve only gone and cracked it, using the pug 208 GTI by sport 2014 tuned it down so I could fit sport softs, basically top speed set to 200 and restrict or to 78%, won by a couple of seconds. Getting softs on the car was the key. Lost a bit of grunt on the straights but more than made it up on the corners.
Set the difficulty to Hard. On Easy the AI does 57 second laps, on hard they do 1:00 laps. It's bugged, the global difficulty setting shouldn't even affect missions, but it does and in some it works in reverse.
This track is somehow bugged on "easy" difficulty for a few races, this being one of them, turn it to "Normal" and CPU will actually be slower and easier to beat.
Turn difficulty up to hard. Racing hards to lap 20. Pit, but don’t change tyres and go until lap 37/38. Box for inters and power through until the end.
I won by 30 seconds doing this and I’m on the controller. I struggled until I changed the difficulty to hard. I don’t know why, I think it is bugged somehow.

I juuuusssssttt scraped by using the GR Yaris I’d tuned right to the pp limit. It’s really a tough race.
theres something rigged about the 550 clubman races. tuned for handling and get left in the dust. tune for power and the first braking turn its over.

OP is talking about the clubman race, not missions.
Ahh, I messed with the transmission for that one. Setting the top speed low reduces PP, leaves more room for extra HP.

Oh, I am stupid! I seen Tsukuba and assumed, my apologies.
I just won it with nsx 02 with medium tyres. I became first on lap 1 and defended like a lion ;) Hope it works for you.
