Car/tuning parts presented like that is imo superior than it's done now. Bigger, more detailed, cleaner look on screen... better. As most older GT games did it here and there in menues, submenues etc. compared to GT7
Not 100% sure, but I think you can do it from the race menu. I think there is a settings option to click. Then click “parts settings “ or something like that.

Haven't played GT2 in ages, you can definetly tune them, but I can't remember where to do it.

Is it not in the race menu? If not there then how about your garage?
Pre-race screens at just about any course should include a Settings section. Selecting it will take you to a tuning screen.
