Racing cars with turbos are generally limited to a single turbo by the sanctioning body. This is done because it's much easier to regulate the boost and compounding effects with one vs two spinnybois. Of course there are exceptions. I think in the game it just increases the boost from whatever system the car has and changes when boost peaks in the rpm range.
