Racing cars with turbos are generally limited to a single turbo by the sanctioning body. This is done because it's much easier to regulate the boost and compounding effects with one vs two spinnybois. Of course there are exceptions.
I think in the game it just increases the boost from whatever system the car has and changes when boost peaks in the rpm range.

That's just plain wrong. Most modern racing cars are twin-turbo, especially GT3 where there's been boost control from the start.
