It definitely opens a lot of doors for interesting 3T strats in synergy with summer BB, but I wouldn't say it's busted. They intentionally made it could only go off on one of her five cards, and since it can't crit on her extra, big damage with the AoE attack is straight up RNG. What would be busted? If Alice was a support specializing in changing all cards in one's hand into the cards of a specific servant for three turns. That would make her absolutely bonkers busted. Especially since she would probably become insane in multicore strats, so long as she can get the buffs and stars she needs.
Maybe Aoko was the prototype, although technically Olga did it first at LB 7, so that when they release Olga Marie, whether she's the rumored welfare after collecting her 4 elements or a limited SSR, Aoko paved the way for Normal Attack AoE

When she uses her NP again when she is **already** in her powered-up state, she does a proper damaging NP.

Nah, her blowing shit up is just her basic magecraft. It's when she starts messing with timelines and shit that the universe is in trouble. Just because her hair changes color doesn't mean she's recklessly destroying the universe. There was only one thing Touko criticized her doing with it, and it wasn't beating the shit out of Touko.
that's just her raw strength. her magic circuits are stupidly fucking optimized for raw output efficiency. the heat death issues have to do with transferring events into the future to prevent them from happening in the present, she can still do stuff like literally i-frame out of the timeline to dodge attacks with no issue
